FPCM is currently providing design management services for the Smith River Performing Arts Center for Del Norte Unified School District — guiding design coordination, stakeholder engagement, and DSA compliance for this community-serving educational arts facility. The engagement draws directly on Fred's program management of the 39,680 SF, 390-seat Grossmont College Performing Arts Center, bringing proven performing-arts facility expertise to the North Coast.

FPCM supported the District's facilities program and capital improvement efforts — construction management, project oversight, deferred maintenance, facilities planning, contractor coordination, and regulatory compliance. During a leadership transition, Fred also stepped in to fill the role of Director of Maintenance, Operations, and Grounds, providing continuity to the District's facilities department.

As Senior Leader for this secure U.S. Department of Defense design-build project, Fred helped guide Lincoln Hall at National Defense University through a pivotal approval milestone. In a formal letter of appreciation, the U.S. Army Corps of Engineers recognized the team's achievement of final NCPC approval, collaborative problem-solving, and continued commitment to schedule, budget, and customer expectations as construction moved forward.

Construction Manager | 75th Anniversary Expansion
Fred led the team — including Selldorf Architects, Level 10 Construction, and museum stakeholders — in an expansion that effectively doubled MCASD's footprint: renovation of 28,000 SF of existing space and 46,400 SF of new construction. The design quadrupled gallery space from under 10,000 SF to 40,000 SF, allowing the permanent collection and changing exhibitions to be shown simultaneously.

Principal in Charge & Program Manager
Fred managed bond funds, design, and construction for multiple District projects, including new school buildings, athletic fields and playground renovations, and infrastructure upgrades. He also led Board presentations, providing clear oversight and continuity across the facilities program.

John F. Kennedy Eternal Flame
Arlington National Cemetery, Arlington, VA
Project Manager
Fred managed the design and replacement of the John F. Kennedy Eternal Flame at Arlington National Cemetery. The work included a new burner assembly; upgraded gas, electrical, and compressed-air infrastructure; new drainage below the flame; and relocation of the gas pressure regulators to provide safer, easier maintenance access. Only the second temporary flame in the site's history was used during the work, before the permanent flame resumed its place as a lasting symbol of President Kennedy's legacy.
